ncurses 5.7 - patch 20090801

+ improve discussion in INSTALL for use of system's tic/infocmp for
cross-compiling and building fallbacks.
+ modify test/demo_termcap.c to correspond better to options in
test/demo_terminfo.c
+ continue integrating "sp-funcs" by Juergen Pfeifer (incomplete).
+ fix logic for 'V' in test/ncurses.c tests f/F.
