ncurses 6.2 - patch 20200912

+ add configure-check for systre/tre with mingw configuration, to get
the library-dependencies as seen in msys2 configuration for mingw64.
+ build-fixes for the win32-driver configuration.
+ use more defensive binary mode setting for Win32 (Juergen Pfeifer).
